Background: Alliances for Africa (AfA) is an International, Africa led, Non-governmental human rights, peace and sustainable development organization and is currently implementing a project on “Documentation as an Important Mechanism to Ensuring Accountability of Mass Atrocities in South Eastern Nigeria.” The project seeks to develop an effective mechanism for documenting atrocities that occur in vulnerable communities and provide support used for demanding accountability and to develop protocols on the management and documentation of casualties of mass atrocities in Nigeria.

The call out are in four (4) categories.

Category 1: Media consultant with Ref No: AfA/Media/12/02/2019/001

  • Produce a 15mins video on mass atrocity in the five (5) South Eastern States for the networks on documentation;
  • Design radio/ television messages on adopted mechanism for mass atrocities documentation and accountability framework;
  • Monthly production of graphic content for the media and social media engagement.
  • Reports/Pictures/videos from Interactive FGDs and Attendance Sheets
  • Monthly musical jingle/commercial in Igbo and English for airing i.e. 60 Jingles
  • Quarterly Radio phone-in programs across the five project states on adopted mechanism for mass atrocities documentation i.e. 20 Radio programs for the duration of the contract
  • Monthly one minute YouTube videos for the duration in the chosen States i.e 60 videos
  • Production of an advocacy Media Pack
  • Quarterly article Publication on accountability of mass atrocities in southeast Nigeria.

Terms: To work directly with the programme staff and facilitate the Roundtable discussion/ meeting with the key stakeholders and the community-based focus group discussion (FGD) with the women, Youths, Traditional and Religious Leaders aimed at developing framework for mass atrocities which would include minimum standards for documentation.

Category 2: Consultant on Protocols for Management and Documentation of Casualties on Mass Atrocities with Ref No: AfA/Protocol Consultant /12/02/2019/002

Deliverables:

  • To develop and produced the protocol for management and documentation of casualties of mass atrocities;
  • To work with the programme staff to facilitate the Roundtable discussions and meetings with the key stakeholders on the produced protocol;
  • Design a Reporting template on accounting for both births and deaths on mapped communities in South East.
  • Design a template for documenting and reporting defined mass atrocities across the mapped vulnerable communities in the project state;
  • Produce the final report for publication.

 

Terms: To develop protocols on the management and documentation of casualties of mass atrocities in Nigeria; To develop system for vulnerable communities to account for both births and deaths.

 

Category 3: A Research Consultant with Ref No: AfA/Research Consultant /12/02/2019/003

Deliverables:

  • Carry out audience mapping;
  • A brief report on audience mapping;
  • Map and Produce a Comprehensive list of mapped communities identified as vulnerable;
  • Conduct baseline survey within the mapped communities identified as vulnerable.
  • Produce a detailed research analysis and report.

Terms:  To facilitate the establishment of a network of community of practice (COP) for documentation Establish state/ LGA CSOs documentation Coordinators.

A Consultant to produce the training manual with Ref No: AfA/Training Manual Consultant /12/02/2019/004

Deliverables:

  • Develop and produce a training manual on documentation of mass atrocity in South East Nigeria;
  • Facilitate the capacity training with the manual Produced;
  • Produce the report from the capacity training;
  • Facilitate the training of trainers (TOT) workshop for LGAs Coordinators and vulnerable communities;
  • Produce the report from the TOT.

Terms:

  • To work with the programme staff to facilitate the capacity building training for networks on documentation;
  • To work directly with the programme staff to facilitate training of trainers (TOT) workshop for LGA’s Coordinators and vulnerable communities aimed at increasing skills of stakeholders & Networks on documentation and framework for accountability on mass atrocities.

 

Duration: All consultancy span between March 2019 to March 2020

 

Budget: Payment will be discussed only with shortlisted consultants.

 

Required Qualification and Experience of Consultant: The consultant is required to have five (5) or more years of experience working in similar field.
